STAIRWAY OF THE CONSTITUTION
Leads to the the Captains Quarters
The tablet (bronze plaque) on each
riser running from bottom to top indicates the order in which
the States ratified the Constitution. On Monday, 17 May 1937,
the dedication of these plaques took place and was officially
designated as "The Stairway of the Constitution."
In May of 1968, Captain Ralph De Stefano arranged for and had
installed the flag of the respective State in place on each
step. In 1992 the flags were replaced at the time of the restoration
and renewal of the Museum/Armory. The States and the Dates of
Ratification are:

The Continental Congress, on September
13, 1788, proclaimed the ratification by nine states and ordered
the convening of the new government on March 4, 1789.
